With reference to your letter of the 21st October last relative to a Certificate of fitness for service in a tropical climate granted in 1895 to Mr A.E.C. Vince, who has now been retired from the Hong Kong Service on medical grounds, I am directed by the Secretary of State to acquaint you, for the information of Mr Secretary Chamberlain, that he has made enquiry and has received a report on this case, a copy of which is enclosed, from Mr E.D. Wickham, the Medical Officer of Stafford Prison who granted the original Certificate.
